한국은 아직입니다. 애플뮤직은 국내에서 지금도 개별 음원 구매 없이 구독만 가능한 서비스이고, 요금 인상 소식은 들리지 않습니다. 그런데 "아직"이라는 단어를 믿어도 될까요? 국내 음원 시장의 가격은 원래 애플과는 다른 경로로 움직여 왔습니다. 그 경로를 알면, 이번 압박이 국내에 언제 어떻게 도달할지 가늠할 수 있습니다.
지금 국내 시장은 이미 흔들리고 있다
애플 이슈가 아니어도, 국내 음원 플랫폼은 이미 벼랑 끝에 서 있습니다. 한국콘텐츠진흥원의 2025 음악산업백서에 따르면, 지난해 5월부터 1년간 가장 많이 쓰인 음원 플랫폼은 유튜브뮤직(37.6%)이었고 멜론(31.7%)이 2위로 밀렸습니다. 지니뮤직은 9.0%, 플로는 5.6%에 그쳤습니다. 특히 눈에 띄는 건 스포티파이입니다. 전년 1.7%에서 5.2%로, 1년 만에 세 배 뛰었습니다.
멜론이 줄곧 지키던 MAU 700만 명 선은 2024년 2월 무너졌고, 2025년 9월 기준 681만 명까지 내려왔습니다. 유튜브뮤직과의 격차는 130만 명으로 벌어졌습니다. 지니뮤직 MAU는 304만 명, 4년 전과 비교하면 멜론은 19.7%, 지니뮤직은 39.5%, 플로는 31.1% 줄었으며, 벅스는 아예 게임에서 이탈하는 모양새입니다.
국내 4사가 이미 이용자 이탈과 수익성 압박에 시달리는 와중에, 애플이 보여준 "라이선스 비용 상승 → 가격 인상" 공식까지 국내에 상륙한다면 어떤 일이 벌어질까요?
국내 가격은 애플과 다른 방식으로 움직인다
여기서 중요한 차이가 있습니다. 미국에서는 애플이 스스로 가격을 조정하면 됩니다. 한국은 다릅니다. 국내 음원 서비스 가격은 대부분 문화체육관광부가 고시하는 '음원 전송사용료 징수규정' 개정에 연동돼 움직여 왔습니다.

시나리오 2: 유튜브뮤직 견제 때문에 오히려 가격 동결 반대 압력도 만만치 않습니다. 유튜브뮤직이 무료·끼워팔기 전략으로 시장을 잠식하는 상황에서, 국내 플랫폼이 먼저 가격을 올리면 이용자 이탈을 가속할 위험이 있습니다. 실제로 공정거래위원회가 구글의 유튜브 끼워팔기를 문제 삼아 유튜브뮤직이 빠진 '유튜브 프리미엄 라이트' 국내 출시를 유도하고 있는 만큼, 국내 사업자들은 당분간 가격 인상보다 프로모션과 큐레이션 강화로 버틸 가능성이 있습니다.

Apple Raised Prices First, Will Domestic Music Platforms Follow Suit?
Apple raised its Apple Music prices in the United States last week. Individual plans jumped from $10.99 to $11.99 per month, family plans from $16.99 to $19.99, and student plans from $5.99 to $6.99. Apple cited a single reason: rising music licensing costs.
In South Korea, it hasn't happened yet. Apple Music remains a subscription-only service without individual song purchases, and there is no word on price hikes. But can we trust the word "yet"? Historically, domestic music platform prices in Korea have moved along a completely different path from Apple's. Understanding that path helps us gauge when and how this pressure might reach the domestic market.
The Domestic Market Is Already Tottering
Even without the Apple issue, domestic music platforms are already on the brink. According to the Korea Creative Content Agency's 2025 Music Industry White Paper, YouTube Music was the most-used platform over the one-year period starting May last year, capturing a 37.6% market share and pushing Melon (31.7%) into second place. Genie Music held 9.0%, while FLO trailed at 5.6%. Particularly striking is Spotify, which surged threefold in a single year from 1.7% to 5.2%.
The 7-million Monthly Active Users (MAU) threshold long guarded by Melon collapsed in February 2024, sliding down to 6.81 million as of September 2025. The gap with YouTube Music has widened to 1.3 million users. Genie Music's MAU stands at 3.04 million. Compared to four years ago, user counts have dropped 19.7% for Melon, 39.5% for Genie Music, and 31.1% for FLO. Bugs appears to be dropping out of the race altogether.
With the four major domestic platforms already suffering from user churn and profitability pressure, what will happen if Apple's formula—"Rising Licensing Costs → Price Increases"—lands in South Korea?
Domestic Prices Move Differently From Apple
There is a crucial distinction here. In the U.S., Apple can simply adjust its prices autonomously. Korea is different. Prices for domestic music services have mostly moved in tandem with revisions to the Regulations on Collection of Music Transmission Fees announced by the Ministry of Culture, Sports and Tourism (MCST).

- 2019: Revisions increased the creator revenue share for streaming to 65% and downloads to 70%. Consequently, Genie Music raised its unlimited streaming plan by 600 KRW, while Melon increased prices on select plans, such as Free Club, by 3,000 to 4,000 KRW.
The pattern is clear: prices in Korea rise not when Apple decides to change its rate cards, but when the government adjusts creator distribution rates. Furthermore, when one company moves, others tend to follow. In the past, when Kakao M (now Kakao Entertainment) considered raising prices, Genie Music, Bugs, and Naver Music moved in unison.
Pressure From Rights Holders Has Already Begun
Are there signs that this trigger might be pulled soon? There are two key signals.
First, the domestic platform industry itself is demanding regulatory improvements from the government. In 2024, when the government pressured platforms to introduce family plans (which were largely centered around single-user plans), the industry countered by petitioning to "fix collection rules that favor foreign competitors first." Their argument is that domestic regulations require them to calculate creator payouts based on Gross Sales—including marketing expenses—which disadvantages domestic operators compared to foreign competitors. In short, the industry is signaling to the government that it cannot survive under the current framework.
Second, Apple's price hike gives creators and copyright holder organizations leverage in future negotiations. Trust management organizations like the Korea Music Copyright Association (KOMCA) collect licensing fees across all on-demand streaming services, including Melon, Genie Music, FLO, Bugs, Spotify, and Apple Music. Since Apple—the global giant—publicly attributed its price hike to "rising licensing costs," domestic copyright groups have a solid pretext to demand higher revenue shares during the next regulatory revision talks. However, this remains an analytical projection based on historical patterns rather than an official movement.
Future Volatility: Three Possible Scenarios
Synthesizing the current dynamics reveals three potential paths forward:
- Scenario 1: Regulatory Revision → Domino Price Hikes
- If the MCST revises regulations to increase creator revenue share, a repeat of the 2016 and 2019 domino price increases is highly likely.
- Scenario 2: Price Freeze Due to YouTube Music Threat
- Counter-pressures are equally strong. Raising prices while YouTube Music dominates via free/bundled strategies risks accelerating user churn. With the Fair Trade Commission (FTC) targeting Google's bundling practices and pushing for the launch of "YouTube Premium Lite" without YouTube Music, domestic platforms may choose to hold prices steady and focus on promotions and AI curation.
- Scenario 3: Restructuring Starting With Fragile Players
- Regardless of price hikes, the weakest players will struggle most under this pressure. Bugs failed in its sale attempt, and while FLO achieved profitability, its cumulative Q3 revenue of 164 billion KRW remains about half of Genie Music's (302.9 billion KRW). As licensing cost pressure mounts, some platforms may respond through downsizing or sales rather than price hikes.
Whichever scenario unfolds, one truth remains constant: the changes consumers actually feel will likely align with the MCST's regulatory announcements, not Apple's price tag.
